As part of our cutting-edge East Rockingham Waste-to-Energy (WTE) initiative, ACCIONA M&E is actively looking for a skilled and experienced Commissioning Engineer to oversee the Flue Gas Treatment (FGT) system. This is a specialized role that plays a central part in commissioning emissions control equipment and ensuring full regulatory compliance with environmental and safety guidelines.

This position offers a unique opportunity to contribute to one of Australia’s most ambitious renewable infrastructure projects, with a particular focus on emissions mitigation and environmental stewardship. The successful candidate will be instrumental in transitioning complex gas treatment technology from construction to operational readiness.

Key Responsibilities

In your role as the FGT Commissioning Engineer, your responsibilities will encompass both strategic planning and hands-on execution. You will ensure the seamless setup, trial and transition of FGT systems into full operation while collaborating with a broad range of stakeholders and technical professionals.

Commissioning Planning & Strategy

• Develop highly detailed and structured commissioning strategies, aligning system start-up schedules and performance benchmarks with overall project goals.

• Translate engineering blueprints and technical designs into practical, executable commissioning workflows tailored to FGT processes.

Technical Execution of Commissioning

• Supervise comprehensive testing protocols, including cold commissioning, hot commissioning, load testing and performance trials, with a primary focus on gas emission efficiency and compliance.

• Ensure the FGT system meets performance targets across multiple operational stages, from partial load to full capacity.

Operational Readiness of Chemical Systems

• Oversee pre-startup preparations for chemical injection systems, reagent mixing and dosing units and mechanical filtration systems, ensuring emission thresholds are within regulatory parameters.

• Monitor and fine-tune components including dry sorbent injection units, lime handling systems and activated carbon dosing subsystems.

System Walkdowns and Mechanical Inspections

• Conduct detailed walkdowns and inspection tours to assess readiness for commissioning, ensuring all mechanical components are intact, calibrated and meet safety standards.

• Coordinate with quality assurance teams to finalize mechanical completion checklists and validate system integrity.

Oversight of Auxiliary Emissions Control Equipment

• Take lead responsibility for systems such as:

  • Bag filters

  • Scrubbers

  • CEMS (Continuous Emissions Monitoring Systems)

• Ensure each subsystem integrates smoothly into the broader emissions mitigation framework.

Cross-Functional Coordination

• Serve as the primary liaison between Original Equipment Manufacturers (OEMs), subcontractors, design engineers and site managers to facilitate transparent communication and efficient commissioning rollouts.

• Provide support to EPC (Engineering, Procurement and Construction) partners to align technical deliverables with contractual milestones.

Troubleshooting and Optimization

• Identify, diagnose and rectify both hardware and software challenges that may impact FGT operations, especially during load fluctuations and peak run phases.

• Analyze operational data in real-time to make recommendations for long-term efficiency improvements.

HSE Compliance and Risk Management

• Implement and enforce Health, Safety and Environmental (HSE) procedures across all commissioning stages.

• Perform risk assessments and develop mitigation strategies that adhere to local environmental laws and international air quality standards.

Documentation and Reporting

• Prepare detailed documentation, including commissioning reports, system logs, performance reviews and procedural guides for handover to operations teams.

• Collaborate with technical writers to ensure all plant documentation reflects current system configurations.

Training and Knowledge Transfer

• Deliver comprehensive training to plant personnel, focusing on:

  • Safe operation of FGT systems

  • Routine maintenance protocols

  • Emergency response plans

• Ensure a seamless operational takeover by site-based maintenance and operations teams.

Required Skills and Competencies

To be considered for this critical engineering role, the ideal candidate must meet the following professional qualifications and personal competencies:

Educational Background

• A minimum of a Bachelor’s Degree in Engineering – preferably in Chemical, Mechanical, Environmental or a related discipline.

Professional Experience

• Over 10 years of industry experience, specifically in the commissioning or maintenance of Flue Gas Treatment systems within Waste-to-Energy plants, Resource Recovery Facilities or equivalent large-scale industrial operations.

• At least 5 years of direct hands-on experience working with FGT technologies, particularly systems involving acid gas neutralization, particulate emission filtration and NOx abatement technologies.

Technical Expertise

• Proven expertise in managing mechanical and electrical completion phases.

• Deep familiarity with chemical dosing mechanics and control systems related to emissions.

• Working knowledge of industrial filtration components like baghouse filters and scrubbers.

Project Coordination Experience

• Prior success in leading teams during high-stakes commissioning phases.

• Experience coordinating with OEMs, external engineering teams and diverse subcontractor groups under tight deadlines.

Compliance and Safety Knowledge

• Strong grasp of international HSE guidelines and local air quality compliance frameworks.

• Ability to conduct and document Risk Assessments, Environmental Impact Studies and SOP development.

Problem-Solving and Communication

• Ability to think critically, assess technical data and troubleshoot system performance under dynamic site conditions.

• Excellent interpersonal and communication skills suited to a multicultural, multidisciplinary team environment.

Documentation and Reporting Skills

• Highly skilled in writing test procedures, technical handbooks and maintenance manuals.

• Adept at using industry-standard reporting tools and engineering documentation systems.

Global Mobility

• Open to qualified international professionals, especially those with previous experience commissioning Hitachi Zosen Inova (HZI)-designed FGT systems.
